House Price Index (HPI)

The House Price Index (HPI) is a statistical measure tracking changes in the prices of residential properties over time within a defined geography -- national, regional, metropolitan, or zip code level. In the US, the most widely cited HPIs are published by the Federal Housing Finance Agency (FHFA) and S&P CoreLogic Case-Shiller. Both use repeat-sales methodology: they measure price changes for the same property between two transactions, filtering out differences in property quality mix. The FHFA HPI focuses on properties financed by conforming mortgages (those eligible for purchase by Fannie Mae or Freddie Mac); Case-Shiller includes all arms-length sales. HPI is reported as an index value relative to a base period, and changes are expressed as percentage movements.

A real estate investor evaluating whether to refinance two Austin short-term rental properties uses FHFA HPI data to support an appraisal dispute. The lender's appraiser values the properties 12% below the investor's estimate. The investor pulls FHFA HPI for the Austin-Round Rock MSA, showing that property values in the metro rose 18% over the 24 months preceding the appraisal.
